Ms. Oroma Fiona is a Principal Program Lead at STiR Education, where she provides strategic and operational leadership to strengthen public education systems across Uganda by building intrinsic motivation, collaborative leadership, and deep local government ownership. Since joining STiR in September 2017, she has supported programmes across Busoga, West Nile, Teso, Lango and Acholi, working closely with local governments, education leaders and schools to strengthen teacher motivation, collaborative leadership and evidence-informed practice.

About Me

Over her career at STiR, Fiona has progressed from District Lead in Busoga to Senior Program Manager for West Nile and now Principal Program Lead. She brings extensive experience in programme leadership, stakeholder engagement, systems strengthening, data use and team development, with a strong focus on translating local insights into practical improvements in education delivery. She also bridges regional field insights with STiR's National design, M&E, Finance, and People teams to ensure high-quality program implementation, sound financial stewardship, and strong cross-functional synergy.

Fiona is driven by a belief that sustainable education change is built on trust, continuous learning and shared accountability. She is committed to developing local leadership and strengthening education systems so that teachers and education leaders are better supported to create positive learning experiences for every child.
