2025 Impact Evaluation Report: Learning Outcomes Across Programme Schools
ED IMPACT AFRICA FOUNDATION
ED IMPACT AFRICA FOUNDATION

A look back at a defining year: our transition toward a locally governed entity, and continued national-scale delivery across Uganda's education system.
2025 was a year of consolidation and preparation. Our programme reached 199,856 teachers and 5,892,477 learners across Uganda, sustaining a footprint across all local governments in the secondary education subsector and more than half of local governments in the primary subsector.
We deepened delivery partnerships that make this scale possible: with the Association of Secondary School Headteachers of Uganda for secondary schools, and with the National Association of Municipal, District and City Education Officers and the Uganda National Inspectors of Schools Association for primary, reaching 22 of Uganda's 23 core Primary Teacher Colleges.
Alongside delivery, we laid the groundwork for localisation, building the governance structures, local board, and financial independence needed to transition from a branch office of a global NGO into an autonomous Ugandan institution. This report sets out that scale of delivery and the foundation built for the transition completed in early 2026.
